The new APE, Energy Performance Certificate of Buildings, is an important innovation in terms of savings and efficiency. And after the usual transitional phase, the document has become an operational tool.
Also because from 1 October 2015 the 'National guidelines for the energy certification of buildingsIntroduced by the Ministry of Economic Development (MiSE) to overcome the reservations of the European Union on the application in Italy of the EU directive on energy efficiency.
We move on to action. The main change introduced by the new APE is the increase from 7 to 10 in the energy efficiency classes of the building. In new Energy Performance Certificate, the buildings are classified from class G (the lowest) to class A (the highest), with the latter however divided into 4 further levels: from class A4 (maximum efficiency) to class A1 (minimum efficiency).
The innovations introduced by new APE as mentioned, they are the application of the 'National guidelines for the energy certification of buildings' launched by MiSE. In addition to the model to use, hence the subdivision into 4 of the previous class A, the novelties of the new APE they concern some rules for drafting the certificate.
We recall that theEnergy Performance Certificate it is the document that certifies the energy performance of a single real estate unit or of an entire building. These performances are calculated with consumption indicators associated with the energy efficiency classes to which they belong. L'BEE it is also mandatory in the case of the sale or rental of the property.
A unique format for real estate ads
The new APE requires the use of a single format valid throughout the national territory to clearly communicate the energy performance of the building to users through real estate advertisements in the event of the property being sold or rented. In this regard, the decree of 26 June 2015 says verbatim: '' In the case of a sale or lease offer, the corresponding announcements, made through all commercial communication media, report the energy performance indices of the envelope, the global energy performance index of the building or real estate unit, both renewable and non-renewable, and the corresponding energy class. To this end, it is mandatory to use, with the exclusion of advertisements via the internet and in print, the format referred to in Appendix C of the Guidelines approved by this decree '.
Who issues the APE
The decree of the President of the Republic of 16 April 2013, n. 75 establishes that theEnergy Performance Certificate can be drawn up by:
- qualified technicians;
- public bodies and public law bodies operating in the energy and construction sectors;
- public and private bodies qualified to carry out inspection activities in the construction sector, accredited by the Italian accreditation body;
- energy service company (ESCo - Energy Service Company).
'Desk' certificates are not allowed. In fact, the law specifies that 'The person authorized to draw up theBEE must carry out at least one inspection of the building or real estate unit subject to certification, in order to find and verify the data necessary for its preparation '.
