A turning point has finally come for theenergy certification of buildingsand from 1 July 2015 the new APE will debut, a single model for the whole national territory and 10 energy classes.
According to the new EPA, the energy certifier will have to carry out at least one inspection, for all the details we await the imminent publication in the Official Gazette of the decree of the Ministry of Economic Development which rewrites the legislation on the Energy Performance Certificate (APE) which will come into force from next July.
The model will be shared throughout the national territory as explained by the official guidelines for the certification ofenergy performance of buildings. The new guidelines replace those forenergy certificationissued in June 2009 with Ministerial Decree 26.
What are the main innovations in the field ofenergy certification of buildings?
Let's start from the fact that theEnergy Performance Certificate (APE) will be unique for the whole national territory, therefore all certifiers will have to adapt to the new standards proposed with the new model APE 2015. Each Region, within two years, will have to follow a homogeneous calculation method.
The new APE 2015 will have to highlight the overall energy performance of the building, both in terms of total primary energy and in terms of non-renewable primary energy.
The new APE 2015 it must also contain data on the carbon dioxide emissions produced by the building and on the energy exported, the energy quality of the building must not be lacking (how much is the building insulated?) so as to specify the containment of energy consumption for heating and cooling.
To determine theenergy class of the buildingwill be the index ofoverall energy performance, expressed as non-renewable primary energy. Theenergy classes of buildingsthey go from seven to ten, the best energy class will be A4 up to the least efficient, class G.
Once theBEE, this will be valid for 10 years.
The energy certification that issues theBEEwill be required to enter additional information such as:
- Proposals to improve the energy efficiency of the building
- Information on financial incentives to carry out renovation or energy requalification works
The figure of the energy certifier
The new decree recalls that theBEEit will have to be drawn up by aenergy certifierenabled pursuant to Regulation 75/2013 and adds that the certifier who draws up the APE has the obligation to carry out at least one inspection of the building to be certified in order to verify the data necessary in order to draw up theEnergy Performance Certificate.
What are the costs of obtaining the new energy certificate for a building?
By the end of January 2016, Enea will put online a section that will give information on the costs for the energy certification of buildings. On its website, Enea will provide statistics on APEs (number of registered, controlled, validated APEs and their distribution by energy class) and an estimate of the average costs of drafting the APEs.
